Plastic toy products exported to the EU must be CE certified. The EU has a corresponding toy directive. The EU has previously introduced the toy EN71 certification decree. Injury to children from toys. The popular understanding is that when toys are exported to Europe, they need to do the EN71 standard test to show that they meet the requirements of the EU CE toy directive, and mark the CE mark.
Besides CE, plastic PVC/PVC flocking toys exported to the EU need to be certified to EN71. EN71 is the norm for toy products in the EU market. All toys exported to the EU need to be tested by EN71.
The EU toy standard EN71 is generally divided into three parts:
1. Mechanical and physical performance testing
2. Combustion performance test
3. Chemical performance test
●EN 71-1 Physical and Mechanical Properties
This part specifies the technical safety requirements for the mechanical and physical properties of toys used by children of different age groups from newborns to 14-year-olds, and also specifies requirements for packaging, marking and instructions for use.
The toys are required to be free from collapse, ingestion, sharp edges, noise, sharp points and all other dangers that may harm the life and health of children during the test.
Specific test items for physical and mechanical properties: cusp test, sharp edge test, small parts test, pressure test, bending test, impact test, seam tension test, tension test, torsion test, noise level, dynamic strength, packaging film thickness test, Projectile toys, hair attachment test, etc.
●EN 71-2 Flame Retardant Properties
This section specifies the types of flammable materials that are prohibited for use in all toys.
It is required that the burning time (s) or burning speed (mm/s) of certain materials shall not exceed the limit specified in the standard, and the requirements are different for different materials.
Products involved:
1. Toys worn on the head: including beards, tentacles, wigs, etc., which are made of hair, plush or materials with similar properties, also include molded and fabric masks and flowy materials attached to hats, masks, etc. .
2. Toy costumes and toys for children to wear during play: including denim suits and nurse uniforms, etc.;
3. Toys for children to enter: including toy tents, puppet theaters, sheds, toy pipes, etc.;

●EN 71-3 Migration of specific elements
This part specifies the limits for the migration of elements (antimony, arsenic, barium, cadmium, chromium, lead, mercury, tin) in accessible parts or materials of toys (eight heavy metal migration tests).
Judgment of accessibility: Probe with an articulated probe (false finger). If the probe can touch the part or component, it is considered accessible.
Test principle: Simulate the content of elements dissolved from the toy material under the condition that the material is in continuous contact with gastric acid for a period of time after swallowing.
Chemical test: eight heavy metal limits (unit: mg/kg)
All plastic or PVC toy manufacturer should do the test according to the market requirements, especially the one like us who can provide OEM services and do ODM toy products like flocked cat toys, flocked pony toys and Flocked llama ect.
